| | | | | | | | Recommendation: Based on Planning staff’s review of this project and comments received from several reviewing agencies, staff is recommending approval of this request as it is consistent with the City Code standards for this zoning district. | | | | | | | | Discussion: 814 Development has made application for Final Plat approval of Rainbow Child Care Center, a plat proposing two lots north of Crossings Boulevard and west of CSAH 18.
The subject property is approximately 3.76 acres in size, and would consist of two commercial lots; one for the proposed day care (approx. 1.15 acres) and the second lot for future development. The property was previously final platted as Lot 3, Block 1, SOUTHBRIDGE FIELDS ADDITION.
On May 4, 2017, the Board of Adjustment and Appeals approved a Conditional Use Permit to allow a Day Care Facility, and Variances of the front and side yard setbacks for a driveway and trash enclosure for property located at Crossings Boulevard in the Planned Residential District. The proposed project would consist of a structure approx. 11,000 sq. ft. in size. Hours of operation would be 6:00 a.m. to 6:30 p.m., typical drop off and pick up times would be from 6:00 a.m. - 9:00 a.m. and 3:00 p.m. - 6:30 p.m., it would accommodate approximately 130 children ages 6 weeks to 12 years, and would have 15 full time faculty. The proposed project appears to generally comply with City Code design standards. Lot sizes and setbacks, other than the approved Variances, are in compliance with the City Code regulations. Easements are dedicated and available for existing and proposed utilities for this property and neighborhood. Staff will conduct a thorough review of the building permit once submitted, and specific design details will be reviewed for compliance with the City Code Design Standards at that time, should this project be approved.

| | | | | | | | Budget Impact: Development of a commercial property as a child care facility will generate additional tax revenue for the community. | | |
