FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
Receive Preliminary Engineering Report and Order Public Hearing for the (SPUC) Shakopee Avenue Electric Undergrounding Project 2017-9.
Policy/Action Requested:

Adopt Resolution 7888, a resolution receiving a Preliminary Engineering report and calling for a public hearing on the (SPUC) Shakopee Avenue Electric Undergrounding Project 2017-9.

Recommendation:

Adopt Resolution 7888, a resolution receiving a Preliminary Engineering report and calling for a public hearing on the (SPUC) Shakopee Avenue Electric Undergrounding SPUC Project 2017-9.

Discussion:

The 2017 Street Reconstruction has generated interest from Shakopee Public Utilities in addressing access and maintenance issues with the overhead electric facilities located along the abandoned railroad right of way north of Shakopee Avenue.

Shakopee Public Utilities sent a survey and petition to the affected properties along Shakopee Avenue to measure support for this project.  Attached to this memo is the petition in which Shakopee Public Utilities obtained the signatures for 22 of 31 affected properties along Shakopee Avenue.

The purpose of the report is to evaluate the existing infrastructure and make recommendations for any improvements that are needed.  The report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed.

The attached resolution sets a date for the public hearing for this project for June 20, 2017. The approval of Resolution 7888 does not order the project nor does it commit the Council to constructing any improvements.  The intent of this resolution is to accept the report and set the public hearing date.  The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project.

Shakopee Public Utilities staff will make a full presentation at the proposed June 20, 2017 public hearing on the report to the public and the City Council.

Budget Impact:

The estimated project cost is $107,200.

Approximately 17.5% of the total project improvement cost ($18,786) will be paid by special assessments.  The remainder of the improvement cost ($88,414) will be paid by Shakopee Public Utilities.

The proposed assessment per lot is $606.00.

If the project is approved, The City of Shakopee would also ask Shakopee Public Utilities to agree to pay for all associated costs of the project including potential special assessment appeals.
