Discussion:
Background
As part of the Parks, Trails and Recreation Master Plan, Quarry Lake Park was identified as an park to be redesigned. A high level concept plan was created that included a mountain bike course, an improved picnic area with a shelter, a play area, and improvements to the water ski club area. These improvements (pages 214-219 of the Parks, Trails and Recreation Master Plan) are included as an attachment.
Current Planning Efforts at Quarry Lake
Currently staff from Planning and Development and Engineering are working on several efforts to make Quarry Lake a destination. Planning for the mountain bike course begun in late April, and efforts to built a new access road through the park began in early June. Construction on the road and mountain bike course is scheduled to begin in late summer or early fall.
Proposal for Master Plan
City Staff have received a proposal from Confluence for 30% plans for park features. These plans would bring the high level master plan into a vision for more specific amenities and their location throughout the park. Key stakeholders including the mountain bike trail users, the Shockwaves Water Ski Team, nearby employers like Emerson, and other park users like those that fish in Quarry Lake will be engaged throughout the process. Improvements that may be included are canoe/kayak launch, picnic areas, water ski area upgrades and a playground feature.
Next Steps
If the City Council approves the proposal for the master plan, City Staff will begin community engagement work in July and August. The concept plan would be complete in early fall and presented back to the City Council.
