Subject:
PUBLIC HEARING - Preliminary Plat of Hentges Industrial Park
Policy/Action Requested:
Recommend approval of the Preliminary Plat with conditions as outlined by staff, and forward that recommendation to the City Council.
Recommendation:
Approve action requested.
Discussion:
Cretex Industrial Park, LLC has submitted an application for Preliminary Plat of property in Cretex Industrial Park 1st Addition, located east of 70th Street and west of Stagecoach Road.

Cretex Industrial Park, LLC is proposing a redevelopment of this heavy industry zoned property that requires a new plat submittal. Ten lots, ranging between 3 acres and 16 acres, will be available for development opportunities. All but one (1) of the lots are projected to be available for sale. The applicant intends to utilize Lot 5, Block 2 for S.M. Hentges & Sons, Inc. operations.

The site consists of 63 acres, with a new road proposed (Hentges Way) running from 70th Street to Stagecoach Road, culminating in a new roundabout at Stagecoach Road. Additionally, there will be a new section of 70th Street public right-of-way/public street, which presently stops approx. 80 feet south of the applicant’s northerly property line. The current property owner of that segment has supported this new right-of-way (see attached September 18, 2020 letter and exhibit from Aggregate Industries).

At this time, the applicant is only proposing Preliminary Plat review and approval. They plan to submit a Final Plat in multiple phases, with the first phase to include construction of approx. 1,500 feet of Hentges Way and Final Plat of Lot 5, Block 2, with the balance of property to remain as outlots. City Code allows cul-de-sacs up to 750 feet in length; in this case, the applicant will require a Variance for an overlength cul-de-sac. Staff does not support this proposed Variance at this time, even with the understanding that based on the WSB traffic study, total building construction is not to exceed 100, 000 sq. ft. until Hentges Way is extended thru the new Stagecoach Road. Regarding that extension, the applicant has requested the City proceed with a 429 process to acquire land from microSource LLC/Gavilon Fertilizer, LLC, property owner adjacent to the east of this project. This is an action that the City Council will discuss during their review of this project.

Should this Preliminary Plat be approved, staff will include conditions that design standards established in the City Code shall be met (inc. 750 foot max. cul-de-sac), that development shall not exceed 100,000 square feet of building area, an agreement on future right-of-way and construction of a new Stagecoach Road extension is reached, and that other than the new Lot 5, Block 2, none of the other lots shown in the preliminary plat can be final platted until all of these conditions are met.
