Discussion:
Background
Staff is continuing to make changes to the city's zoning code and map to better align with the goals and vision of the 2040 Comprehensive plan. Over the next year, some land uses on the existing zoning map will be shifted to different categories to better align with development trends or re-guide land into more suitable land use categories. In November, the City Council established a formal Parks and Open Space district which has specific rules and regulations for this land use with the intent to move park land and open spaces into this district.
Rezoning
The City is acting as the applicant to have the 47 properties which are either city owned park land, or land which is utilized for parks and/or open space, rezoned as Parks and Open Space (PO) district. These properties are currently zoned a mix of commercial and residential zones and districts and this change will provide more clarity within the zoning map. Additionally, new rules and regulations for park uses were established with the new Parks and Open Space district which will apply to these properties moving forward.
