Southwest Metro Intermediate School District #288 has applied for a conditional use permit for a school at 4601 Dean Lakes Boulevard (see applicant narrative). This building / site was previously occupied by Q-Logic and has been vacant for several years. Schools are a listed conditional use in the Business Park zone.

Southwest Metro Intermediate School District (District 288) serves students from 16 area school districts by providing special education, career and technical education, care and treatment, adult basic education and alternative education. District 288 currently operates 14 locations, including two locations in Shakopee at Shakopee Town Square and the Scott County Workforce Center on Canterbury Road. The two locations in Shakopee total approximately 31,000 square-feet.

District 288 proposes to use the existing building for their district office and classrooms. Some possible additional uses in the future are lease space for colleges or universities, or providing childcare during adult education. No exterior alterations to the building or site are planned.

The applicant has provided a proposed plan for bus routing on the site. Bus pick up / drop off would be on the north and south sides of the building and typically utilize 26' buses that have seating for 25 students. The applicant states that they currently use four buses for the daytime treatment and four buses for the transitions program.

The current plan for bus pick up and drop off on the northwest side of the building may conflict with vehicles parked northwest of the building. Staff is requiring that the applicant provide a plan to limit conflicts between parked vehicles and buses that are in queue. Some possible ways to mitigate this issue is to place signage adjacent to the parking stalls that notes bus pick up times, or removal of the parking spaces. The proposed use of the site as a school will generate much fewer vehicle trips than Q-Logic.
