Lift Station 16 Feasibility and Professional Services Agreement for Design and Construction Administration
| | | | | | | | Policy/Action Requested: Accept the Lift Station #16 Feasibility Report; authorize the execution of a Professional Services Agreement with AE2S in the amount of $290,000 to perform design and construction services for the Lift Station #16 Rehabilitation Project Sewer-19-001; and amend the Capital Improvement Plan to advance the 2025 portion of Project Sewer-19-001 to 2021. | | |
| | | | | | | | Recommendation: Approval as requested. | | |
| | | | | | | | Discussion:
The current Capital Improvement Plan (CIP) includes the Lift Station #16 (L16) Rehabilitation Project, Sewer-19-001 (see attached CIP project summary sheet). As part of this project, a feasibility study was prepared by AE2S that evaluated rehabilitating the city's primary sanitary sewer lift station and removing the old lift station building that is no longer being used. Other components of the feasibility study included evaluating the integrity of the forcemain piping, updating the city's emergency management plan for the lift station and decommissioning the abandoned Whispering Oaks Lift Station. These additional tasks will be further discussed and evaluated outside of the immediate L16 initiatives.
The L16 portion of the feasibility study is completed (see attached feasibility study). Phase 1 was completed in 2020 and included the replacement of the pump that failed in 2019, the sewage grinder and purchase of an external portable diesel sewer pump. Proceeding with the identified Phase 2 and Phase 3 L16 rehabilitation improvements is recommended. Phase 3 is recommended to be advanced from 2025 to be packaged with the Phase 2 2021 improvements. It is expected as much as $250,000 will be saved by performing the two phases under a single project due to economies of scale. It should also be noted that packaging the two phases simultaneously will reduce significant staff time and other inconveniences and challenges with a project of this nature at L16 and the need to minimize lift station downtime.
A presentation of the L16 feasibility will be provided at the City Council meeting (see attached presentation).
To proceed with this project, City staff will need assistance from a design and engineering consultant to complete the Phases 2 and 3 of the project. City staff have worked with AE2S to develop a scope of work needed to deliver the project. AE2S and their team have the experience, technical skill and capacity to provide the needed services and is a firm included in the city's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fees for their work, which includes preparing plans and specifications and construction administration/inspection portions of the project.
| | | | | | | | Budget Impact:
The scope of the AE2S Professional Services Agreement is proposed to cost (not to exceed) $290,000. The following costs and funding summary provides the estimated amounts as planned in the 2021 Capital Improvements Plan and updated per the attached feasibility report.
