Discussion:
Background
Staff is continuing to make changes to the city's zoning code and zoning map to better align with the goals and vision of the 2040 Comprehensive plan. Over the next year, some land uses on the existing zoning map will be shifted to different categories to better align with development trends or re-guide land into more suitable land use categories. In November, the City Council established a formal Parks and Open Space district which has specific rules and regulations for this land use with the intent to move park land and open spaces into this district.
Rezoning
The City is the applicant to have parks and open spaces rezoned and their associated parcel identification numbers (PIDs) are attached. These parcels are either city owned park land or land that is not owned by the city but the city has control over, like the archery range. These parcels will be rezoned to the Parks and Open Space (PO) zoning district. The city sent out more than 8,000 notices to adjoining property owners and those within five hundred feet of any of the affected properties.
The properties are currently zoned a mix of commercial and residential zones and districts and this change will provide more clarity on the zoning map. Additionally, new rules and regulations for park uses were established with the new Parks and Open Space district last year. These will apply to these properties moving forward. A map of the affected properties are attached. No property is being rezoned that's use is through easement.
In the future, more land that is used as open space, but not city owned or controlled, or newly acquired parkland, will be rezoned. These items will come forward as projects move forward in the process and also private property owners are noticed.
