Shakopee City Council
February 2, 2021

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:

Receive a feasibility report and call for Public Hearing on the 2021 Street and Utility Reconstruction Project.

Policy/Action Requested:
Adopt Resolution R2021-012, receiving a feasibility report and calling for a Public Hearing for the 2021 Street and Utility Reconstruction Project CIF-20-007.
Recommendation:
Approve Resolution R2021-012.
Discussion:

The City's 2021 Capital Improvement Plan contains the 2020 Street & Utility Reconstruction Project (see attached information sheet for Project CIF-20-007). This project was originally planned for 2020 but was pushed to 2021 to align with the development schedule of the adjacent River Bluffs project. As such, the project will be named the "2021 Street and Utility Reconstruction Project." This is a continuation of the City's Pavement Preservation Program to maintain existing infrastructure. The project consists of reconstructing the storm sewer, watermain and roadways for the following locations:

  • Scott Street from Levee Drive to 2nd Avenue
  • Levee Drive from Scott Street to Holmes Street
  • Atwood Street from Levee Drive to 1st Avenue
  • Fuller Street from Levee Drive to 1st Avenue

The feasibility report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, sidewalks, street lighting and drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated improvement costs, funding and the proposed assessments.

As  a special note, a portion of the project area identified in the capital improvement plan is proposed to be constructed separately as part of the River Bluffs Developer's Agreement (see attached Project Area map), which was approved by the Shakopee Economic Development Authority on October, 06, 2020, by Resolution E2020-008.

The attached resolution sets a date for the public hearing for the 2021 Street and Utility Reconstruction Project on February 16, 2021. It should be noted that the intent of Resolution R2021-012 is to only accept the report and to set the public hearing date.  Approval of the resolution does not order either project and does not commit the council to construct any improvements at this time. Ordering the project will be considered by the City Council upon completion of the public hearing.

A presentation of the project and feasibility report will be made to the public and the City Council at the subsequently scheduled public hearing. The public hearing provides the property owners adjacent to the project area and the general public an opportunity to address the City Council on this project.

Budget Impact:

The following costs and funding summary tables provide the estimated amounts as proposed in the attached feasibility report (see Table 1), estimated amounts for the River Bluffs Development improvements (see Table 2), and Table 3 shows the combined estimated amounts that compares the overall budgeted amounts in  the 2021 Capital Improvement Plan with the combined amounts from Tables 1 and 2.
