Applicant: WPT Industrial REIT
Property Owner: Cretex Industrial Park, LLC
Location: 7070 Cretex Ave. E.
Introduction:
WPT Industrial REIT, in conjunction with Cretex Industrial Park, LLC, has submitted plans for an industrial development of approximately 61 acres located south of Highway 101, west of Stagecoach Road, and east of 70th Street. This project would consist of several industrial lots with a projection of approx. 650,000 sq. ft. of buildings. The 2040 Comprehensive Plan shows this area as guided Industrial, with the property zoned Heavy Industry (I-2) Zone. The proposed development is anticipated to comply with the I-2 Design and Performance Standards of the City Code.
Per the Minnesota Environmental Policy Act (Minn. Rules 4410.1000 Subpart 3), the completion of an Environmental Assessment Worksheet (EAW) is required for a project of this scope. The City of Shakopee is the Responsible Government Unit (RGU) pursuant to Minn. Rules 4410 and is responsible for the completion of an EAW for this project.
The purpose of an EAW is to identify potential environmental impacts associated with the project and determine whether or not an Environmental Impact Statement (EIS) is needed. The EAW analyzes a variety of topics including land use, geology, stormwater, wildlife habitat, traffic, water use, wastewater generation, cultural resources, and noise. Analysis of this EAW is based on guidance provided by the Metropolitan Council and the Environmental Quality Board, who oversees the Minnesota Environmental Review program.
After distribution to other agencies for review and responses to comments for additional information, it was determined by staff that the EAW for the Hentges Industrial Park Development does not have the potential for significant environmental impacts associated with the project; therefore, the need for an Environmental Impact Statement (EIS) is not necessary.
Attached to this report is the EAW, drawings that reference the conceptual development, traffic study update, responses to comments from City staff, and Resolution No. R2021-014 for the Council’s information. Upon approval from the City Council, staff will provide the resolution to the Minnesota Environmental Quality Board (EQB) for their records.
