Subject:
EAW Contract with SRF for the Canterbury Event District
Policy/Action Requested:
Approve a contract with SRF for an amount not to exceed $150,000 for an EAW for Canterbury.
Recommendation:
Approve the contract.
Discussion:

Canterbury is moving forward with its next phase of redevelopment of the Canterbury Redevelopment Area.  Canterbury was required to complete an EAW for the area that now contains the Triple Crown Apartments and the Southwest Development.  At that time, it was determined that additional developments would require new EAWs as they move forward.

The city, as the Responsible Governmental Unit, has provided scope and is proposing to retain SRF as our consultant to complete the EAW.  SRF has the most up to date traffic information for the area and will be working with other consultants along with Canterbury's consultants to complete the report.

At this time, Canterbury is exploring opportunities to redevelopment the northeast corner of its property consisting of approximately 50 acres. The project might include additional entertainment, restaurants, public plazas, mixed use, hotel, and/or retail.  The EAW will explore environmental impacts with the redevelopment of this area including traffic, sewer, water etc. This is the first step to move forward the start of the demolition and eventual relocation of the barn area while creating new development along County Highway 83.

Since no Canterbury events have occurred since the pandemic began and Unbridled construction was completed, the contract will also include an event management evaluation and model to be used when the facility reopens at full capacity.

Canterbury will be paying for one hundred percent of the cost of this contract and any necessary subconsultants.  The goal is to complete the EAW process before the fall and for Canterbury to create a redevelopment plan that would allow for the possible demolition of some barns after the racing season ends in 2021.
