Shakopee City Council
February 16, 2021

FROM:Steve Lillehaug, City Engineer/Public Works Director
TO:Mayor and Council Members
Subject:
Application to MnDOT Local Road Improvement Program (LRIP) Grant
Policy/Action Requested:

Adopt Resolution R2021-011, a resolution in support of an application for the 2020 Local Road Improvement Program (LRIP) Grant for the Adams Street/Marystown Road (CSAH 15) and TH 169 interchange corridor and roundabout improvements.

Recommendation:
Adopt Resolution R2021-011.
Discussion:

Adams Street and Marystown Road (CSAH 15) serve as the primary connection between rural Scott County and the more urbanized City of Shakopee. The roadway has an interchange with TH 169. The city would like to upgrade the existing ramp terminals on Marystown road and the adjacent intersections with County Road 16 and Vierling Drive to roundabout intersections (see attached exhibit). The intersections are currently side street (ramp terminal) stop controlled, side street stop control at County Road 16 and an all-way stop at Vierling Drive.

Traffic volume and accidents are increasing in this corridor, and historically, there was an accident with two fatalities at the TH 169 ramp termini.

To aid in the financing of this project, the City of Shakopee is applying for the 2020 LRIP Grant offered by the Minnesota Department of Transportation.

Budget Impact:

The Adams Street/Marystown Road Corridor Improvement project is being funded through the 2021-2025 Capital Improvement Project Fund and is estimated to cost $7, 260,000. The grant application has an award ceiling of $1,250,000. The city is applying for LRIP funds from the Minnesota Department of Transportation to partially cover the costs associated with this project.
