Pat Link, Link Construction, has applied for the preliminary plat of Jefferson Court. The applicant proposes to subdivide the vacant property north of New Creation Church into eight lots for the construction of eight single-family houses. The property is zoned R1C, Traditional Neighborhood District. Over the last several years, the city has seen multiple residential concepts proposed for this site, all of which required rezoning of the site, or variances. The proposed plat of Jefferson Court meets the zoning requirements of the R1C zone and requires no variances.
The proposed access to the site is via Jefferson Court, a new short cul-de-sac on the east side of Jefferson Street. The proposed housing product is one-level houses, similar to the houses Link Construction recently built in South Parkview 5th Addition, located north of Tahpah Park north of Vierling Drive.
There are existing sidewalks along 10th Avenue and Adams Street, staff is recommending that the applicant construct a sidewalk from 10th Avenue south to Jefferson Court. Because of the very short length of the cul-de-sac and the number of driveways in close proximity to each other, staff is not recommending a sidewalk in the cul-de-sac.
On the east side of the site there is a 50-foot wide CenterPoint Energy easement for a natural gas pipeline. CenterPoint has approved landscaping of ornamental shrubs and grasses in specific locations in this easement to serve as a lower profile landscaped buffer to Adams Street. A small stormwater basin is proposed in the southeast corner of the site for stormwater mitigation.
