Previously the assessment percentage for alleys in the downtown central business district has been 25%. For instance, the alley associated with the Lewis Street Parking Lot was proposed at 25% assessed.

Council has indicated a desire to have the assessment policy for alley reconstruction be consistent with street reconstruction which is 30%. The attached resolution amends the special assessment policy for alleys in the central business district.

Further analysis and research is needed to recommend any changes to the assessment policy for alleys outside the central business district.
