Discussion:

Background

It is common from time-to-time to make minor changes to the Zoning Ordinance when the text is found to be either in-error or missing necessary information to make the text more understandable for residents and developers.

Proposed Changes

Staff is proposed changes to the Zoning Ordinance Chapters 151.002, 151.007 and 151.108 to make minor corrections and changes. First, in 151.002, staff is proposing to add several definitions related to bluffs. These definitions appear within the Shoreland Overlay Zone (City Code Chapter 151.065 - 151.073), however bluffs exist in areas which are not always directly adjacent to waterways or shoreland. Re-establishing them within the general definitions helps ensure that bluffs are consistently identified and protected throughout the community. In 151.007, staff is proposing to add subdivision J. Bluff Regulations, which adds development standards for bluffs which are not adjacent to waterways or shoreland. These regulations are the same as regulations found in the Shoreland Overlay Zone, but are again listed separately to remove confusion regarding bluffs and applicable development standards.

Staff is also proposing to add minor changes to 151.108 - Construction Materials, to modify where and how much certain materials are allowed within the industrial district. These materials changes are intended to guide development styles which are more consistent with high-quality industrial development. Additionally, in all categories, staff is proposing to add a requirement that louvers and vents are color integral to the building.

Planning Commission Review

At their regularly scheduled meeting on Mar. 4, the Planning Commission voted 7-0 to recommend that the City Council approved the proposed text amendment.
