Discussion:

Background

The 2040 Comprehensive Plan is the guiding document for the planning and development of the City's land use, housing, water, sewer and transportation systems for the next two decades. This plan was formally adopted by this body and the City Council in November 2019 and has been approved and accepted by the Metropolitan Council. Since the time of it's adoption, development trends have changed greatly with the COVID-19 pandemic, and staff would like to proactively make changes that reflect what the development patterns that will likely be seen in the coming years. Cities may amend their comprehensive plans via local resolutions which are then reviewed by the Metropolitan Council.

Proposed Change

Staff is proposing the a map change to the proposed land use or future land use map, located within chapter 5A Built Environment (the map appears on page 138 of the attached document). The document with the proposed changes is attached.

This change affects one unaddressed parcel owned by the City of Shakopee Economic Development Authority (EDA) located at Vierling Drive W. between Lincoln Street and Taylor Street S and can be identified by Parcel Identification Number 274730030. The proposed change would re-guide planned land use for this parcel from Mixed Use Corridor to Mixed Residential.

This change is in response to a development proposal for the site and the desire of the EDA sell the property. The proposed use is a townhome development, similar to the developments to the south and west.

The proposed change has been sent for review by adjacent and affected jurisdictions.

Planning Commission Review

At their regularly scheduled meeting on Mar. 4, the Planning Commission voted 7-0 to recommend that the City Council approved the proposed change to the Comprehensive plan.

Next Steps

If the City Council approves the proposed map amendment, Staff will send to the Metropolitan Council for final review and adoption.
