Site Information:

Address: 1301 and 1321 Crossings Blvd

Zoning: R-4T, High Density Residential adjacent to Transit

2040 Comp. Plan: Mixed Residential

Lot Area: 8.02 Acres (2.56 acres and 5.46 acres)

Shakopee Housing Group, LLC has applied for the final plat of Southbridge Crossings Apartments Second Addition. Shakopee Housing Group, LLC intends to plat the remaining two lots of the Trio at Southbridge development. The first 100-unit market rate Trio building and community building was completed in late 2018. The northernmost lot (Lot 1) is now intended to be developed as the Core Crossing building, which was reviewed in July / August of 2020 by the Planning Commission and City Council at another location.

Core Crossing is for residents earning up to 60% of the Area Median Income (AMI), which is $62,000 or less annually for a 4-person family in Scott County. The proposed development has secured eight vouchers for veterans, so a minimum of eight units in the building would be dedicated for veterans that meet eligibility requirements. The applicant is not requesting any subsidies or fee reductions from the city.

Due to private restrictive covenant issues not allowing multiple-family residential development on the proposed Core Crossing site between Marcus Theaters and Home Depot, the applicant now intends to construct the proposed 61-unit Core Crossings building on Lot 1 in roughly the same location as the approved Trio building. The approved Trio plan contemplated a 72-unit building on Lot 1, a proposed reduction of 11 units. At 58' in height, the proposed Core Crossing building is approximately 3-5' less in height than the other approved Trio buildings.

Lot 2 is intended to be developed into the second Trio building, Lot 2 is the site for a future L-shaped building, which can be constructed in either one 144-unit building or two 72-unit phases. The applicant intends to develop Lot 1 this year and Lot 2 in the next several years.

The proposed final plat changes the existing outlots into in two buildable lots. The boundaries of the lots are not proposed to change. The proposed building would utilize the same private drive / sidewalk configuration and utility connections as originally intended for the Trio building. The original Trio approval allowed for buildings up to 63' in height. No other zoning actions are necessary for the applicant to develop these two lots, provided the proposed development complies with the approved site plan and performance standards of City Code.
