Discussion:
Background
As part of the implementation of the 2040 Comprehensive Plan, staff is working to align the zoning code with policies and goals of the plan. As part of the plan, mixed residential areas are intended to be a density of 6 to 30 units per acre so staff is working to ensure that the zoning code allows for a variety of densities throughout the city. Additionally, with the recent changes to the zoning table, elements of the chapter are now either in error or redundant. Overtime, all districts will need to be revised as shown in this chapter.
Proposed Changes
The first change is to eliminate sections of the code which are in error or redundant and to direct a reader of the code to the zoning table for an accurate list of permitted, conditional and accessory uses.
The second change is to create development standards for when townhouses are proposed. These changes allow for smaller lot sizes and denser development only when a townhouse style product is proposed, but maintains necessary setback from lower density uses.
Two copies of the proposed changes are attached -- first the draft ordinance which includes all revisions including additions and deletions, and second, the zoning district with all adopted changes for clearer reading.
Next Steps
If the Planning Commission offers a positive recommendation of the proposed changes to the Zoning Ordinance, the item will be reviewed by the City Council at their next regularly scheduled meeting and adopted into ordinance.
