City Council is required to hold a public hearing prior to the adoption by resolution of a TIF Plan and District. 

Prior to the Public Hearing, written notice must be made to the County Commissioners and the County and School District must receive a draft TIF.  The Planning Commission then would review the TIF Plan and make a recommendation to the City Council.  There is then a public notice published in the local paper.
