| | | | | | | | Discussion:
The city's Parks Maintenance operating budget includes funding for routine trail maintenance as part of the city's pavement management and maintenance program to preserve and extend the useful life of the trails. The 2021 trail sealcoating includes approximately 71,203 square yards of bituminous trail along various streets, county roads, and within city parks (see attached map).
In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, quotes were solicited and three quotes were received as follows:
- MP Asphalt Maintenance, Inc. $59,098.49
- Gopher State Sealcoat, Inc. $59,881.72
- Allied Blacktop Company $104,668.41
MP Asphalt Maintenance, Inc., from Buffalo, MN is the low bidder in the amount of $59,098.49. The bid amount is competitive and is 17 percent under the engineer's estimate of $71,203.00.
MP Asphalt Maintenance, Inc., has the capacity and the experience for the project and is deemed a responsible bidder. They are prepared to begin work after June 14th, 2021 with a completion date of August 13th, 2021. | | |

Funding for trail sealcoating is included in the Parks Maintenance operating budget. It should also be noted that Scott County is responsible for 50 percent of the sealcoating cost for trails along county roadways in accordance with the current Scott County Trail Maintenance Cooperative Agreement dated March 24th, 2020.
