Discussion:
The Parks and Recreation Department's Community Center Manager position was eliminated following his resignation in the Summer of 2019, with those duties and responsibilities redistributed amongst staff. The changes from the redistribution have allowed the department to achieve efficiencies and improve effectiveness. Two employees who have assumed greater responsibilities as a result of the domino effect of the changes recently had their positions evaluated by Human Resources. The Human Resources Director completed a point-factoring assessment and determined that both positions qualify for an upgrade, each with assessment points in the mid-range of the next grade.
If approved, a Guest Services Specialist who has been serving with these increased responsibilities will have their title changed to Guest Services Supervisor with a grade change from 130 to grade 140. An Ice Arena Specialist who has been serving with these increased responsibilities will have their title changed to Ice Arena Supervisor with a grade change from 120 to grade 130.
This chart shows the position point factoring completed by the Human Resources Director:

Staff recommend that the Mayor and Council approve re-classification of these two Parks and Recreation positions with upgrades. These upgrades recognize their increased responsibilities following the elimination of the Community Center Manager position and is validated through Human Resources point-factoring assessment.
