| | | | | | | | Subject: Preliminary Plat of Windermere South 5th Addition | | |
| | | | | | | | Policy/Action Requested: Approve Resolution No. R2021-072, a resolution approving the Preliminary Plat of Windermere South Fifth Addition. | | |
| | | | | | | | Recommendation: The Planning Commission reviewed this request at their May 6, 2021 meeting, and by a 5-0 vote, recommended to the City Council approval of the request. | | |
| | | | | | | | Discussion: D.R. Horton, Inc. - Minnesota has made application for Preliminary Plat of Windermere South 5th Addition. The subject property is approximately 72.5 acres, and is located north of CSAH 78, west of Zumbro Avenue, and east of CR 69/Old Brick Yard Road.
The applicant has proposed a plat that would consist of 101 single-family residential lots and an outlot for future residential construction. The proposed lots would be accessible off Zumbro Avenue and CSAH 78. The development is well within the requirements of the single-family residential guiding and the R-1B zoning. This subdivision will look generally similar to the other D.R. Horton projects in this area (house designs, setbacks, etc.). There is proposed a substantial stormwater pond that partially encroaches on Shakopee Public Utilities water tank site to the north of this development, which has been agreed to by both parties. There will be a significant andscape buffer proposed in the rear yards of the proposed neighborhood along Zumbro Avenue and CSAH 78.
The proposed access off CSAH 78 will be a new right in/right out intersection.
City departments, Scott County and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering, Scott County, and SPUC support the request, provided the proposed plat complies with the conditions noted in their memos (attached to this report). Conditions noted in those memos will be incorporated into a draft resolution for the City Council’s consideration at their meeting.
