Discussion:

Downtown Shakopee has a successful program in 2020 with the "street tent".  This proved that many people want to be outside when they are eating and drinking.

We have been working with Confluence to explore a semi-permanent option and they explored best practices nationwide and also talked to Minnesota cities about what works in our climates and looked at success stories.

It is not practical with Minnesota winters to install permanent Parklets to allow local establishments to have seating in the street areas.  However, a modular system allows the parklets to be used every summer and then be removed in the fall to allow for snow removal. These systems also do not require the reconstruction of the storm drainage system or the street.

The StreetDeck system was chosen because it is modular and can be installed in several hours and then disassembled for winter storage.  We have learned that Ipe tiles are the most durable since Ipe is one of the strongest and most durable woods.

Archatrak Inc. is a based out of Bozeman, Montana, and was founded in 2001 and is an industry leader in systems.  They assemble their own systems and parts, and unlike a number of other companies, do not just import pieces and create a kit of parts to assemble.  This will allow for faster delivery and for the availability of replacement parts.

The system is one hundred percent modular and each Parklet will have a steel frame that aids in faster installation.  The also have adjustable feet to allow for stormwater flow and to match curb heights.

We are also including in the requested budget materials to provide traffic protection and control around the Parklet along with a representative to work with Public Works crews on installation demonstration.

Budget Impact:
Funding will come from the federal  American Rescue Plan  Sections 602(c)(1) and 603(c)(1) provide that funds may be used: a) To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality.
