Subject:

Jennifer Lane Park Project Playground Equipment.

Policy/Action Requested:
Adopt Resolution R2021-096, accepting a quote and awarding a contract in the amount of $109,482.36 to St. Croix Recreation Fun Playgrounds, Inc., for the Jennifer Lane Park Playground Equipment, Project PR-20-003.
Recommendation:
Adopt Resolution R2021-096.
Discussion:

The Capital Improvement Plan (CIP) includes the Jennifer Lane Park Project PR-20-003. A portion of the park improvements consist of constructing a new playground. These improvements include playground equipment, engineered wood fiber safety mulch, and an accessible surface to playground equipment. In addition to the playground equipment, additional sitework and park amenities are to be constructed to complete the park. This work is being contracted separately.

The Minnesota State Contract was used to identify a qualified contractor to solicit a quote. A quote was received from St. Croix Recreation Fun Playgrounds, Inc., in the amount of $109,482.36 and is consistent with the pricing identified in State Contract No. 119803.
Budget Impact:

The budget for the playground equipment is contained within the CIP budget for Jennifer Lane Park. Below is the cost and funding summary table comparing the CIP budget to the updated bid award for the playground equipment and estimated cost of the site improvements.

The updated budget estimate is $315,693.18, which is 14.8 percent ($40,743.18) over the CIP budget. During the planning stages for the playground, additional playground elements and accessibility surface areas were needed to make the park ADA accessible that were not captured in the original CIP estimate. This change and the associated year to year construction cost increases have resulted in the project being over the CIP budget. However, the costs are reflective of the current project scope. The project is to be funded fully out of the Park Development Fund.
