Discussion:
The reconstruction and expansion of County State Aid Highway 83 (CSAH 83) by Scott County has been programmed as part of their Transportation Improvement Program (TIP) in 2021. As part of the road improvement project, Scott County will be modifying the traffic signal system at CSAH 83 and the northern westbound ramp from Trunk Highway 169.
The proposed signal system modifications trigger the need for a Construction Cooperative Agreement with the State of Minnesota Department of Transportation (MnDOT), Scott County and the City of Shakopee to memorialize cost participation and future maintenance responsibilities of the three agencies.
In accordance with the attached Construction Cooperative Agreement (see attached agreement), initial construction costs and future maintenance are proposed to be borne by the County and MnDOT. The agreement defines future city responsibilities (Item 7.1) to pay for the electricity for the signal system at the CSAH 83 intersection with the northern westbound ramp from Trunk Highway 169.
