The City of Shakopee has applied for the preliminary and final plat of West Shakopee Gateway First Addition. The plat is property that was purchased from MnDOT and is zoned B-1, Highway Business, except for the portion of the property previously occupied by the truck stop, which was recently annexed. The planning commission will be reviewing the re-zoning and re-guiding request on November 9. It is anticipated that the City Council will review the request at the November 21 meeting.
The Board of Adjustment approved conditional use permits on the proposed lots 1 and 2 of block 1. The proposed uses are a grooming / pet daycare on lot 1 and a rehabilitation center for individuals with a handicap on lot 2. The legal descriptions on the preliminary plat do not match attach the final plat. The lot designations on the final plat are the correct and most current descriptions for the plat.
The current segment of Vierling Drive that traverses this parcel is a temporary roadway that was completed as part of the CSAH 69 / US 169 interchange project. The proposed plat involves the extension of city sewer and water (currently under construction), the construction of a permanent street section of Vierling Drive, a roundabout for the intersection of the proposed Lincoln Street and Vierling Drive.
Lincoln Street connects Shakopee Town Square to Vierling Drive and the southern 13 acre parcel of the plat. The proposed median and roundabout will be landscaped and Vierling Drive will have boulevard trees.
The proposed plat extends the trail along the south side of Vierling Drive to the trail along CSAH 69. A sidewalk is proposed on the north side of Vierling Drive and both sides of Lincoln Street.
This site was part of the West End Land Use study, which determined this site to be suitable for a park, mixed business park / commercial uses, and high density residential development. The site is currently being marketed to residential, business park and commercial users. Future users of Lot 1, Block 2 and Outlot A (as noted on final plat) are unknown.
Lot 1, Block 3 on the final plat is proposed to be a park. The total area of this lot is 4.46 acres. Roughly 2 acres of the park are used for stormwater ponding, with the remaining 2.46 acres being developable. Staff recommends that the park dedication fees collected from this plat be used on the development of the park, and remaining funds be dedicated to the Park Reserve Fund.
