Discussion:
A manufacturing business recently relocated to the 4701 building along Valley Industrial Boulevard South. Subsequently, a large number of tractor trailers have been parking along the shoulder of Valley Industrial Boulevard South as there is not enough space on site to accommodate the number of trucks. Consequently, this on-street parking of the tractor trailers has resulted in safety issues due to obstructed sightlines for other motorists entering the roadway from adjacent local businesses and increased wear and tear on the roadway edge and shoulder.
City staff have been in contact with the building owner and the business representative regarding their logistics for truck staging, loading and unloading; however, these conversations have not resulted in a change to current operations with the goal of parking to be managed on their site. In the interim, temporary no parking signs have been posted along the roadway, but enforcement has been difficult due to the temporary nature of the signs and the dynamics of the truck drivers having little to no other locations to await.
City staff are continuing to work with site management, looking at alternative staging and possible alternate off-site temporary parking options. Pertaining to the no parking zone, the city's administrative Traffic Safety Committee met on June 4, 2021, and evaluated the situation. The Traffic Safety Committee confirmed that a safety issue does exist and recommends implementing a permanent no parking zone for the entirety of Valley Industrial Boulevard South. While the city does not holistically restrict on-street parking within commercial/industrial areas, we indeed have multiple locations where parking restrictions have been implemented to prohibit on-street parking when parking becomes routine and causes issues. The permanent no parking signage will better identify the no parking zone and will better assist officers in the enforcement of the restrictions.
