Award of a contract for CIP PR-21-009 for the demolition, relocation and construction of a new playground at Scenic Heights
Policy/Action Requested:
Approve a contract with St. Croix Recreation Fun Playgrounds INC. in the amount of $284,987.59 for the Scenic Heights Playground.replacement under the State of Minnesota Contract.
Recommendation:
Award contract
Discussion:

Over the past year, there has significant community engagement with the neighborhoods surrounding Scenic Heights about the redevelopment of this park.  The first priority is the replacement of the existing playground which is in very poor condition after more than 20 years.

Council has reviewed and approved in concept the redevelopment plans for the park that include the new playground, edible landscaping, new trails and the eventual construction of pickleball courts.

Through various community engagement efforts, there was consensus that the playground should be a major feature of the park since it serves such a large population area.  The community worked with our consultants to create a playground design that can be used by children of various ages and skill levels.

The new playground will meet all of the current safety and design standards including the necessary poured in place for accessibility.

The new design is approximately $30,000 over the original CIP projected amount because of additional grading necessary on the former skating rink site to ensure ADA compliance, poured in place increases and increased drainage costs.

The playground replacement is being funded out of Park Asset Internal Service Fund ($100,000) and Park Development Fund. The increase in project costs will come from the Park Development Fund. The Park Development Fund has an adequate balance because of a number of recent developments.

Because of increased lead times, it is critical to authorize this contract now to allow for installation this fall.  Also, because of substantial price increases that are forthcoming, the vendor has advised ordering the equipment now.

Budget Impact:
$35,000 additional to be paid out of the Park Development Fund.
