Shakopee City Council
July 6, 2021

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
River Bluffs Improvement Project.
Policy/Action Requested:
Adopt Resolution R2021-098, approving plans and specifications and ordering the advertisement for bids for the River Bluffs Improvement Project CIF-20-007.
Recommendation:
Adopt Resolution R2021-098.
Discussion:

The City's 2021 Capital Improvement Plan contains the 2020 Street & Utility Reconstruction Project. The project was originally planned for 2020, but was pushed to 2021 to align with the development schedule of the River Bluffs project. A portion of the project area is proposed to be constructed separately as part of the River Bluffs Developer's Agreement (see attached Cover Sheet & Overall Layout) which was approved by the Shakopee Economic Development Authority on October 06, 2020, by Resolution E2020-008.

The River Bluffs Improvements project area is located within the Central Business District. The project consists of reconstructing the storm sewer and roadways, with additional on-street parking areas, street lighting and enhanced landscaping to meet the same standards through the downtown area. The project includes reconstruction of the following streets:

  • Scott Street from 1st Avenue to Levee Drive
  • Levee Drive from Scott Street to Atwood Street
  • Atwood Street from 1st Avenue to Levee Drive

Plans have been prepared as directed and are ready to solicit public bids to construct the improvements. Upon approval, the advertising and bidding will commence with a scheduled bid opening on August 09, 2021. Bids would then be considered, currently anticipated for the August 17, 2021, City Council meeting.

The project specifications will require the project be completed in phases. The storm sewer system in Scott Street and a portion of Levee Drive will be completed in fall 2021. The remainder of the underground utilities, grading and aggregate base, curb and gutter and bituminous base course may be completed in fall 2021, but are not required to be completed until July 2022. Construction of the sidewalk, street lighting and landscaping improvements directly adjacent to the River Bluffs apartment will not be constructed until spring 2022, to avoid conflict and damage during the winter season while the apartment is still under construction. All restoration and construction of the final bituminous wear course will occur prior to July 22, 2022. This phasing plan will provide contractors some flexibility in scheduling, possibly resulting in more favorable bids.

Budget Impact:

The project will be funded by the Capital Improvement Fund, Surface Water Fund, Sanitary Sewer Fund, Developer Contribution, EDA Contribution (from Interfund Loan) and a water quality BMP grant from the Lower Minnesota River Watershed District.

The total estimated project cost is significantly over the estimated project cost previously reported to city council. During final design of the River Bluffs Improvements in connection with the development, it was determined that the majority of the storm sewer in the project area needed to be relocated due to changes to the street grades, the proximity to bedrock and to accommodate surface drainage for the added parking spaces. Additionally, the storm sewer manholes need to be replaced due to aging conditions.

Most of the additional expense related to reconstructing the storm sewer system is required to support the adjacent development and is proposed to be paid by the Developer and the Economic Development Authority. Additional cost to the Surface Water Fund is proposed to replace aging manholes, realign storm sewer pipe at Scott Street and Levee Drive and construction of a baffle manhole with a grit chamber for additional water quality treatment.

The sanitary sewer service to 100 Levee Drive North was identified to be reconstructed with the improvement project, which represents the additional costs proposed to be paid out of the Sanitary Sewer Fund.

Additionally, the city received a $15,000 grant from the Lower Minnesota River Watershed District for constructing additional water quality structures within the project.

All of the respective funds have the capacity to absorb the additional project costs. The city has communicated the additional costs responsible to the Developer.
