FROM:Adam Bentson, Graduate Engineer
TO:Mayor and Council Members
Subject:
2021 Alley Reconstruction - Drainage and Utility Easement.
Policy/Action Requested:
Approve a drainage and utility easement for the 2021 Alley Reconstruction Project CIF-20-009.
Recommendation:
Approve the drainage and utility easement.
Discussion:

On March 2, 2021, a public improvement hearing was held and Resolution R2021-024 was approved by City Council ordering the 2021 Alley Reconstruction Project. The project includes reconstructing the alleys from Fuller Street to Lewis Street between 1st Avenue and 2nd Avenue.

As discussed at the project's Public Improvement Hearing, lighting improvements were desired by a number of property owners. As such, lighting improvements were implemented into the final plans. These improvements consist of installing two new street lights and replacing an existing light. One of the proposed lights can be installed within an existing drainage and utility easement; however, the second required the acquisition of a new drainage and utility easement. The easement will encompass the street light and will allow the city to access, inspect and maintain it (see attached easement agreement).

Budget Impact:
The easement was dedicated by the property owner at no cost to the city. The $150 recording fee will be funded out of the Alley Reconstruction Project.
