Discussion:
The city and the EDA has been working with Canterbury on the creation of a regional entertainment district for the past several months. During the layout process, the designers have found that the location of the current Scott County Workforce building is an impediment to the redevelopment of the site since it creates a pinch point on the Canterbury property.
The County Board has agreed in concept to sell the existing Workforce Center to the EDA to assist in the redevelopment of the area. The users are currently in the process of relocating out of the property. The building is owned jointly by Scott County, the Southwest Metro Intermediate School District 288 and the Community Action Partnership (CAP) of Scott Carver & Dakota Counties. Scott County is the managing partner for the owners.
The CAP Agency is relocating to the former Corn Growers complex on First Avenue. The Southwest Metro School District has purchased the former Q Logic Building on Highway 169 and the Scott County offices are relocating back to the expanded and renovated County Square. The eventual proceeds from the sale will be returned to each partner and assist in their relocation and acquisition costs.
The EDA will demolish the complex once it is vacated and sell the property to a private developer and the development will be returned to the tax rolls. The property was previously added to the Canterbury Tax Increment Redevelopment District.
The EDA is in the process of closing on the property to the rear (west) of the Workforce Center that was owned by Scott County and with this acquisition, will now have just over nine acres under control and to sell to a private developer.
