Shakopee City Council
December 21, 2021

FROM:Micah Heckman, Project Engineer
TO:Mayor and Council Members
Subject:

45 MPH speed limit zone along Stagecoach Road.

Policy/Action Requested:
Accept MnDOT's Speed Limit Authorization Report and authorize posting the recommended 45 MPH speed limit zone for Stagecoach Road between Preserve Trail and County Road 101.
Recommendation:
Approval as requested.
Discussion:

Stagecoach Road was previously a county road. Prior to turning the road back to the city, the county set the speed limit at 50 mph. With recent development along the corridor, including a residential development and city park, the Traffic Safety Committee determined that a more appropriate speed limit should be set for this road.

On July 21, 2020, City Council authorized a MnDOT speed zone investigation for this portion of Stagecoach Road by adopting Resolution R2020-085 (see attached). This resolution was sent to MnDOT on July 22, 2020 requesting that they conduct a speed zone investigation. MnDOT completed their speed evaluation and provided the attached authorization, dated November 12, 2021.

The speed zone investigation performed by MnDOT produced a recommended speed zone of 45 MPH for Stagecoach Road. Attached is the state's authorization to install the appropriate signs designated for reasonable, safe speeds on Stagecoach Road. Based on MnDOT's speed study, City Council has the authority to accept the speed zone study and authorization and to install traffic control signs, accordingly.

Budget Impact:
The traffic control signs will be manufactured and installed by city staff, funded out of the Street Maintenance operating budget (approximately $500).
