TO:Mayor and Council Members
Subject:
Professional Services Agreement with WSB and Associates, Inc., for the Sanitary Sewer and Storm Sewer Rate Study.
Policy/Action Requested:
Authorize the execution of a Professional Services Agreement with WSB and Associates, Inc., for the Sanitary Sewer and Storm Sewer Rate Study in the amount of $49,773.
Recommendation:
Authorize execution of the agreement.
Discussion:

With development happening at a rapid pace, the city is in need of evaluating the current development fees and utility rates pertaining to the city's sanitary sewer and storm water systems. This study will update and establish the fees to paid by future developments and will help ensure they are adequate for the financial needs related to the city's sanitary sewer and storm water expenditures as identified in the Capital Improvement Plan.

The Trunk Sanitary Sewer Charge Policy was adopted in 1995 and revised in 2014. This policy is used to provide documentation to support the current Trunk Sanitary Sewer Charge Rate. This charge is paid by developing areas within the city to fund the construction and maintenance of the city owned trunk sanitary sewers.

The Trunk Storm Water Charge Justification Report was adopted in 1996. This report is used to provide documentation to support the storm water charges. This charge is paid by developing areas within the city to fund trunk storm water infrastructure improvements that are needed to accommodate the new development.

City staff needs assistance from an engineering consultant to complete the utility rate study. City staff have worked with WSB to develop a scope of work and professional services agreement needed to deliver the study. WSB has the experience, technical skill and capacity to provide the needed services and is part of the city's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fees for their work on this project.

Budget Impact:
The scope of WSB's work is proposed to cost (not to exceed) $49,773.00. This work is to be paid out of the Sanitary Sewer operating budget and Storm Drainage operating budget.
