| | | | | | | | Subject: *Site Plan Approval for Memorial Park Historical Area | | |
| | | | | | | | Policy/Action Requested: Approve the site plan for the historical area of Memorial Park and authorize the Shakopee Heritage Society (SHS) to proceed with the improvements. | | |
| | | | | | | | Recommendation: Allow the SHS to proceed with designing, funding and installing the proposed improvements to the historical area of Memorial Park. | | |
| | | | | | | | Discussion: In April of 2011 the City Council passed Resolution No. 7092, A Resolution of the City of Shakopee, Minnesota, Designating City Property as an Extension of Memorial Park. This action was the result of a request by the SHS to make this historically significant piece of City property designated park land. The Council also reviewed a preliminary sight plan by the SHS. The SHS has continued to work on the plan for this historical section of Memorial Park that would highlight the historical significance of the area through kiosks, structures and experiences.
In 2014 the City completed a trail from Sarazan Street through the new parkland to the tunnel under County Road 101 providing the community a safe route from the south side of 101 into Memorial Park. With the completion of the trail, a parks committee of the SHS has met regularly to design the concept plan for the historically significant land. Members of the SHS presented their ideas to the PRAB on August 10, 2015. The PRAB did recommend to the City Council that authorization be given to proceed with the plan as presented. The City Council was provided this information through an activity report on November 18, 2015 but no action was requested at that time.
The SHS is currently ready to begin ordering and installing the kiosks. Staff is working closely with the SHS on the location of the kiosks and other amenities. The current plan for to the park is attached. The SHS is requesting final approval of the plan from the City Council prior to proceeding.
The Public Works Department has reviewed this plan and does not see any issues at this time. Maintenance will include regular mowing and garbage pickup. The SHS will purchase the kiosks; however, maintenance and replacement of the kiosks if damaged would be the responsibility of the City. If kiosks need to be replaced they will be done so if funding allows or by contacting the SHS for assistance. The city currently mows the area and empties the trash receptacles located across the street at Memorial Park. | | |
| | | | | | | | Budget Impact:
The SHS will provide funding for the improvements and the site is currently mowed by the city. Additional staff time will be required to pick up additional garbage.
