| | | | | | | | Policy/Action Requested: Adopt Resolution R2021-119 accepting bids and awarding a contract in the amount of $758,087.39 to Northwest Asphalt, Inc., for the River Bluffs Improvement Project CIF-20-007. | | |
| | | | | | | | Recommendation: Adopt Resolution R2021-119. | | |
| | | | | | | | Discussion:
The city's Capital Improvement Plan (CIP) contains the 2021 Street and Utility Reconstruction Project CIF-20-007, which includes the River Bluffs Improvements Project. On July 6, 2021, the City Council adopted Resolution R2021-098 approving the plans and specifications, and authorizing bidding of the project.
In accordance with Minnesota Statute Section 471.347 Uniform Municipal Contracting Law, bids were solicited and opened on August 9, 2021. Seven bids were received. During tabulation of the bid tabulations, it was determined that Northwest Asphalt, Inc., had several multiplication and summation errors in the submission of their bid proposal form. After staff review, it was confirmed that Northwest Asphalt, Inc., from Shakopee, Minnesota, is the low bidder in the amount of $758,087.39 (see the attached resolution for the bid tabulation summary).
The low bid is 16.6% under the engineer's estimate of $908,804.
Northwest Asphalt, Inc., has the capacity and experience for the project and is deemed a responsible bidder. They are prepared to begin work in September with an anticipated completion in July 2022. | | |
