FROM:Kirby Templin, Water Resources/Environmental Engineer
TO:Mayor and Council Members
Subject:
Professional Services Agreement for Regional Surface Water Treatment Study
Policy/Action Requested:
Authorize the execution of a Professional Services Agreement with Stantec in the amount of $52,556 to complete a study to evaluate surface water quality and rate oversizing for the Blue Lake Channel (West) Regional Storm Pond project Storm-24-001 and the West End Regional Pond and Trunk Oversizing project Storm-22-003.
Recommendation:
Authorize execution of the agreement.
Discussion:

The 2021 Capital Improvement Plan (CIP) includes projects Storm-22-003 and Storm-24-001 (see attached CIP sheets). These projects are regional surface water best management practices (BMPs) for rate control, flood protection, and water quality that will be coordinated with development of those areas.

Both project areas have large watersheds that contribute to stormwater runoff that flows through the sites. How to handle this off-site surface water flow is typically planned for by the city and categorized as "oversizing". There is development interest at these project areas and the study is needed to evaluate the regional BMPs for planning purposes as these areas develop.

Additionally, a grant was received to help fund the evaluation specific to water quality at these regional BMP project areas. The grant is Watershed Based Funding through the Board of Water and Soil Resources. The Scott Watershed Management Organization received the grant funding and partnered with the City of Shakopee for the water quality portion of the study.

City staff needs assistance from a design consultant to complete the study as outlined above. City staff have worked with Stantec to develop a work scope and professional services agreement. Stantec has the experience, technical skill and capacity to provide the needed services and is part of the city's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fees for their work on this study.

Budget Impact:

The scope of the study is proposed to cost (not to exceed) $52,556. This work is budgeted in the 2021 Storm Drainage operating fund. A $20,000 grant was received to help pay for the water quality components of the study.
