Approve a contract with Asphalt Surface Technologies Corp. in the amount of $93,200 for roadway crack sealing.   

As part of the city's pavement maintenance program, sealing the cracks in the roadway pavement is an extremely important maintenance practice to help prevent and minimize the further degradation of the pavement cracks.

Typically, annual crack sealing work is approached partly with our own city crews and a portion is contracted out through the Joint Powers Agreement work. Fortunately, favorable bids were received under that contract. Under this scenario with favorable bids and extra budget, the remainder of the crack sealing work would be added into that contact after the fact. However, the contractor was not willing to expand the scope to the level we had planned (possibly due to workload and/or due to the favorable bids we had). With that said, due to our current heavy workload and available budget, we proceeded with obtaining quotes for the remaining crack sealing work. The attached map provides the roadway locations that will be crack sealed as part of this work. 

In accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, quotes were solicited and three quotes were received as follows:

Asphalt Surface Technologies Corp. from St. Cloud, Minnesota, provided the low quote in the amount of $93,200. Asphalt Surface Technologies Corp. has the capacity and experience for the project and is deemed a responsible bidder. They are prepared to begin the work late August/early September and will complete the work this fall.

Funding for the roadway crack sealing is included in the Streets Maintenance operating budget.
