Introduction
The City has made application to Rezone property to Highway Business (B-1) Zone, & Reguide property to Commercial for two (2) parcels of property in conjunction with the proposed West Shakopee Gateway project. The subject properties are approximately 6.4 acres, and are located north of Hwy. 169, west of Vierling Drive, and south/east of CSAH 69 (See attached aerial and highlighted plat drawing for specific locations).
The parcels in question were recently annexed into the City. The Comprehensive Plan and zoning are yet to be established. As part of the West Shakopee Gateway project, the property surrounding these parcels are already zoned Highway Business; this request for rezoning and reguiding would result in consistency of use for this area. The properties in question will be utilized for commercial development and potentially a park; there will be no significant or unusual impact on the surrounding neighborhood.
Considerations:
The City Council may grant a zoning ordinance amendment when it finds that one or more of the following criteria exists:
1. The original zoning ordinance is in error.
2. Significant changes in goals in community goals and policies have taken place.
3. Significant changes in city-wide or neighborhood development patterns have occurred.
4. The comprehensive plan requires another provision.
Staff believe revising the zoning for this property meets more than one of the criteria.
