Shakopee Planning Commission Meeting
December 7, 2017

FROM: Mark Noble, Senior Planner
TO:Planning Commission
Subject:
PUBLIC HEARING: Comprehensive Plan Amendment for Entertainment Land Use.
Policy/Action Requested:
Forward a recommendation to City Council.
Recommendation:
Staff recommends approval of the amendment.
Discussion:

The Entertainment Land Use from the 2008 Comprehensive Plan is not well defined.  As part of the review process for the Canterbury Park redevelopment, the Metropolitan Council recommended that staff develop a better definition for the area and uses.

There are two areas in the city designated as Entertainment Land Use in the 2008 Comprehensive Plan: Canterbury Park and Valleyfair. Canterbury, in particular, has transitioned since 1985 from largely one use dominated by horse activities to many uses including a major corporate office for Seagate, restaurants and other supportive uses. As time has passed, the Entertainment Land Use needs to better reflect what is occurring at these locations.

Currently there are approximately 250 acres designated at Valleyfair and 450 acres at Canterbury Park for Entertainment Land Use.

The proposed Comprehensive Plan Amendment language would allow uses that are complimentary to the entertainment use.  Medium and high density residential would be allowed to a maximum of 28 dwelling units per acre and not to exceed 10% of the land.  In the case of Valleyfair that would be approximately 25 acres and approximately 45 acres at Canterbury.
