Vacation Discussion:

Kimley-Horn has applied for the vacation of certain drainage and utility easements in Valley Park 15th Addition and the preliminary and final plat of Valley Park 19th Addition. The applicant's request involves four existing lots that have perimeter drainage and utility easements. An easement vacation is required to allow for the construction of a large building that crosses the lot lines / easements of the existing lots. There are no existing utilities in the easements that are proposed to be vacated.

The Engineering Department and other utility companies reviewed this request and recommend approval of the proposed vacation, provided new easements are dedicated with the proposed plat.

Plat Discussion:

The proposed plat involves combining four existing lots that are each approximately two acres each into one 8.14 acre lot to allow for the construction of a roughly 104,000 square-foot building.

The proposed building on the submitted plans is a speculative building. Final design and review for City Code compliance would be done at the time of Building Permit review. There are many existing easements on the north and south side of the site that will limit the possibility for planting required landscaping or the location of stormwater ponding. All of the potential developments that staff have discussed with developers over the years have involved these lots being combined to allow for the construction of one larger building.

The City Council's duty for this particular review is to consider the proposed combination of lots, as no formal plans for the building have been submitted. Both staff and the City Council recommend City Council approval of the proposed vacation and preliminary and final plat.
