Discussion:
The City of Shakopee currently has 65 four-legged intersections that do not have traffic control to assign right-of-way for vehicles entering the intersection. These intersections are typically grouped in developments that were constructed in the early 2000s and was typical practice at the time. In recent years, staff has received several requests for intersection control at various uncontrolled intersections, most of which are received after an accident or a near miss has occurred.
The Traffic Safety Committee (TSC) has reviewed each request and analyzed each intersection for traffic control warrants. Most often, stop sign warrants are not met due to low traffic volumes at the intersection. However, staff recently reviewed a yield sign installation project in Shakopee that was implemented in 2016 and compared accident data before and after installation of the yield signs. The data was favorable to show that yield signs help prevent accidents.
Therefore, the TSC reviewed a plan to install yield signs at all uncontrolled four-legged intersections in the city. Due to the size of the project, this would be done over a four year period starting in 2022. The following intersections have been evaluated and yield signs are proposed as follows:
- Appaloosa Avenue at Caspian Lane
- Jutland Avenue at Caspian Lane
- Ardennes Avenue West at Breton Street
- Arabian Avenue West at Breton Street
- Ardennes Avenue East at Tarpan Street
- Arabian Avenue East at Tarpan Street
- Pina Street at Cubasue Court/Cubasue Avenue
- Danube Avenue at Lusitano Street
- Tori Court at Caspian Lane
A map showing these intersections where yield signs will be installed in 2022 is attached to this memo. The remaining uncontrolled intersections will be evaluated and considered in subsequent years.
