Discussion:
For many years, the City has had a contract with Shakopee Towing for towing, impound and vehicle storage services. The City requires towing services in a number of different circumstances, including accident scenes, winter parking violations, and in the case of stuck or stalled City vehicles. Shakopee Towing has provided reliable, cost-effective and timely service to the City since 2005. The current contract expired at the end of 2017. Shakopee Towing has continued providing services to the city under the existing contract by verbal agreement.
In 2012, the Council directed that an RFP be issued for towing services. The council at that time gave specific guidance to staff that the successful respondent must have a location in the city limits. Staff issued an RFP with the same terms as the 2012 RFP on December 27, 2017, it was due on January 10, 2018. The RFP was delivered via email to four potential respondents. Shakopee Towing was the only respondent as of the deadline.
The attached contract includes only minor changes from the 2012-2017 contract. There are some price increases which appear to be reasonable, and a clarification of the contractor's responsibility to assist with the towing of city vehicles.
