Discussion:
The reconstruction and expansion of County State Aid Highway (CSAH) 83 by Scott County has been programmed as part of their Transportation Improvement Program in 2021/2022. As part of the road improvement project, Scott County will be modifying the traffic signal systems at the intersections of CSAH 83 with 12th Avenue and at the Trunk Highway 169 interchange.
The proposed signal system modifications trigger the need for a Construction Cooperative Agreement with the State of Minnesota Department of Transportation (MnDOT), Scott County and the City of Shakopee to memorialize cost participation and future maintenance responsibilities of the three agencies.
In accordance with the attached Construction Cooperative Agreement, initial construction costs and future maintenance costs are proposed to be borne by the city, county and MnDOT. The agreement defines future city responsibilities (Item 7.1) to pay for the electricity for the traffic signal systems at the CSAH 83 intersections at the Trunk Highway 169 interchange and at 12th Avenue. The city's construction cost share will be in accordance with the separate city-county agreement.
