Discussion:
The tax increment financing district was established in 2017 with a required decertification date of 12/31/2025. The City's obligation will be satisfied after the second half 2021 payment is made. The districts decertification will occur four year's earlier than the required decertification date. The original paygo note was for a principal amount of $1,883,086, payable over a nine year period without interest.
The development consisted of a 112,000 square foot manufacturing, assembly and processing plant, a 90,000 square foot warehouse, an 18,400 square foot research laboratory, and a 14,500 square foot maintenance warehouse which required substantial development costs including site improvements and utility infrastructure. The costs associated with the development and operation of the site, indicate the development of the site would not have been feasible, and would not occur, but-fore the use of tax increment to finance a portion of the costs related to site improvements and infrastructure costs.
