The city's Capital Improvement Plan (CIP) contains the Peace Circle Outlet and Windsor Lane Outlet Improvements project STORM-20-001 which consists of constructing two pond outlets. City Council approved a contract with AE2S to perform design services on December 1, 2020, and plans were prepared over the past year for the proposed storm sewer improvements (see attached construction plans). 

Quotes were solicited and opened on January 19, 2022. Four quotes were received and BKJ Land Company, from Jordan, Minnesota, is the low bidder in the amount of $73,957.75 (see attached quote tabulation). The latest engineer's estimated amount was $102,000. BKJ Land Company has the capacity and experience for the project and is deemed a responsible bidder.

The 2021 CIP identified a total project cost of $765,000 for the 2021 budget, $153,200 of which pertains to this project #3 and #5 for this project (see attached CIP summary sheet). Below is the costs and funding summary table comparing the CIP budget to the updated bid award budget. The project is to be funded out of the Storm Drainage Fund.
