Purchase Overhead Digital Message Sign for the CSAH 83 Project
| | | | | | | | Policy/Action Requested:
Approve the purchase of a digital message sign, control cabinet and networking equipment, in the amount of $101,944.23 for the CSAH 83 Project CIF-21-007.
| | | | | | | | Recommendation: Approve the purchase. | | |
| | | | | | | | Discussion:
Scott County will be reconstructing and expanding County State Aid Highway (CSAH) 83 starting spring 2022, with completion expected summer 2023. As part of this joint project, a digital message sign (DSM) will be installed over CSAH 83 northbound lanes just south of 12th Avenue that will be part of the regional Traffic Management System. This message board will direct motorists to Unbridled Avenue, the new primary Canterbury event entrance.
A quote for the DMS was received from LEDSTAR, Inc., and is consistent with the pricing identified in state's joint purchasing contact, Minnesota State Contract #S860(5). Quotations for the digital messaging sign ($96,361.07), control cabinet ($3,108) and networking equipment ($2,475.16) are attached to this memo.
| | | | | | | | Budget Impact:
Funding for the purchase and construction of the digital messaging sign, control cabinet and networking equipment is included in the CSAH83 project budget. Purchase of the DMS by the city is consistent with the project's Construction Cooperative Agreement with the county that was approved by the City Council on December 14, 2020, funding of which is 100 percent by the Canterbury TIF.
Future maintenance obligations will be under the existing transportation management system maintenance agreement between the city and Scott County.
