Discussion:
Currently, residents living in Downtown Shakopee (B-3 Zoning District) have been parking overnight in city-owned lots, even though overnight parking is not currently allowed.
Staff is proposing the creation of a Residential Parking Permit in B-3 that would be obtained through the city's EPortal system. A hanging tag would be provided that has a number that would correspond to the vehicle and owner location. This would be an annual permit. Permit holders are also subject to regulations in 71.18 concerning maintenance and snow removal.
We have also had numerous trucks, trailers, boats and overnight commercial parking (auto repair) using the city lots. Some of these vehicles have been there for months, taking up valuable parking spaces. The new Ordinance will not allow the parking of commercial vehicles, semis or tractor trailers, boats, or trailers in a municipally owned parking lot or ramp located in the B-3 zoning district.
Staff has sent letters to all downtown tenants and building owners. We would ask that the Ordinance be effective as of July 1 to allow for implementation and installation of new signage in city lots.
