Discussion:

The City of Shakopee prepared the Southern Shakopee Alternative Urban Area Review (AUAR) and Mitigation Plan for the roughly 430 acres south of Valley View Road East. The AUAR is used to analyze the potential for impacts within the area as the result of development as proposed within the Shakopee 2040 Comprehensive Plan.

The city uses AUARs as a planning tool to understand how different development scenarios will affect the environment before development occurs. The consultant, Stantec, developed two scenarios to assesses the potential for impact based on the land uses of the 2040 plan and existing regulations. There is currently no timeline established for development within the study area.  The original proposed study area included properties along CH42.  These properties were eliminated from the study when they were acquired by the Shakopee Mdewakanton Sioux Community (SMSC).  The SMSC has tentatively agreed to provide a roadway easement to allow for the extension of Wood Duck Trail.

The AUAR process included extensive efforts by City staff, Shakopee Public Utilities, and partner agencies to analyze potential impacts from the 2040 Comprehensive Plan and the development scenarios developed by Stantec. This included the analysis of a full build out within the AUAR Study Area and including impacts to utilities, stormwater and traffic.

As part of the AUAR process, a draft was completed and distributed to Scott County and other regional and state agencies for review and property owners within the study area. The document was then revised in response to these comments. The responses to comments received are highlighted in yellow in the final document.

The revised AUAR was redistributed to agencies for final comments.  Council is reviewing and approving the final form this evening. As required by the AUAR process, it will be reviewed and updated every five years to account for any updates or changes in the area resulting from development or policy modifications.
