Shakopee City Council
March 15, 2022

FROM:Lori J. Hensen, City Clerk
TO:Mayor and Council Members
Subject:
Adding Non-Resident daily admission fees.
Policy/Action Requested:
Adopt Ordinance No. O2022-006 amending the City of Shakopee Fee Schedule for Non-Resident daily admission fees.
Recommendation:
Adopt Ordinance No. O2022-006 amending the City of Shakopee Fee Schedule for Non-Resident daily admission fees.
Discussion:

In a spirit of simplifying things for 2022 we chose to eliminate a separate Non-resident Fee for Community Center Day Passes and the results have been bad for Community Center Members and for staff.

The unintended consequence was an influx of Non-resident Teens taking advantage of our low cost daily admission of ½ the price or less of the facilities for residents in their own communities, and an influx of complaints from residents, members, and staff – about the behavior of these teens.

After speaking to neighboring directors and staff to discuss solutions to the problem we have concluded two steps will help:

  1. Changing daily rate for non-residents: Increasing to be on par with neighboring cities will be a greater investment for customers to self-police better, and discourage some causing problems from coming.
  2. Enforce approved teen access: approved before COVID, we have posted notice that all teens between 15 and 17 will need either a membership or a teen access tag to access the facilities when not accompanied by an adult.

In addition, after discussion with staff and many customers – we have concluded that it would be good for the community and promote our partnerships within the community to allow recognized service groups to conduct fund-raising activities onsite (NOT inside) at Parks and Recreation facilities.  The language granting this permission is being added to the recognized service group listing page of the fee schedule.

It has long been the practice of the city to waive tournament fees for recognized city groups - as tournaments draw people to the community. Youth sports associations have been recognized as groups serving the community but were not listed on the fee schedule. The addition of these youth sport associations and the clarifying language about tournament fees clears those issues up.
