March 15, 2022

FROM:Nathan Reinhardt, Finance Director
TO:Mayor and Council Members
Subject:

Assessment hearing on delinquent garbage/refuse bills from Republic Services.

Policy/Action Requested:

Adopt Resolution No. R2022-035, certifying assessments for delinquent refuse bills.

Recommendation:

Staff Recommends that City Council:

  1. Adopt Resolution No. R2022-035, certifying assessments for final 2021 Republic Services refuse customers.
  2. Beginning March 16, 2022 a city administrative charge of $25.00 will be added to unpaid balances.
  3. Write off 11 delinquent balances less than $15 which total $77.15.
Discussion:

Council is asked to adopt Resolution No. R2022-035 assessing property owners on taxes payable 2023 for unpaid refuse and recycling services from Republic Services, the city's designated garbage hauler for 2021.  The refuse contract between the City of Shakopee and Republic Services ended on December 31, 2021.

On February 1, 2022 Republic Services provided a delinquency list to the City, which was subsequently adjusted for payments collected prior to the February 15th City Council meeting.  The City Council set a public hearing for the remaining delinquent accounts which included 460 parcels totaling $24,321.45.  The attached list is remaining delinquent balances as of March 9, 2022, that includes 315 parcels totaling $19,180.01.  City Council will be provided an updated listing for any payments received prior to the meeting.

In addition to these delinquent amounts, a $25.00 administrative charge will be added to each account .  After the accounts are certified, property owners will have 30 days to pay the balance interest free.  After 30 days, interest will be charged at an annual rate of 6.0% dating back to the certification date.

Budget Impact:
The City has paid Republic Services for the delinquent balances remaining for services received by property owners, certification of the delinquent accounts ensures the City is reimbursed for that payment. The $25.00 delinquent charge would be revenue to cover the administrative costs: therefore, there is no impact on the budget.
